    One of the fundamental questions elected officials have been grappling with since 9/11 is:  How should we organize the executive branch of government to prevent terrorist acts and provide a rapid response to them if they do occur?  The question of how to organize the executive branch and the agencies within it has been a central issue within the public administration literature for more than 100 years.  Yet, in the post-9/11 period, this issue has taken on new urgency.  In his presentation, Dr. Conant will discuss the ways in which public administration theory and research has informed the debate over how to reorganize the executive branch in the post-9/11 world, the ways in which 9/11 has affected executive branch organization and practice, and the ways in which 9/11 has affected public administration theory, research and education.

    1999 SPEAKER SERIES: ADVANCING PUBLIC ADMINISTRATION

    This series is designed to promote, stimulate, invigorate, and motivate public administrators, nonprofit employees, those in the private sector supporting public initiatives, and citizens interested in their government. The series will be held the third Thursday of the month starting in September, and continuing in October, November, and resuming in February 2000.

    Each program will be held at the Cafe Italia II located at 10515 Main Street in Fairfax City (near the Massey Building) and will start with a cash bar at 6:30 pm, dinner at 7:00pm, with the program commencing at 8:00 pm.     "Leadership" with J. Thomas Hennessey, Ph.D.

    Dr. Hennessey is currently the Acting Executive Director of the Northern Virginia Business Roundtable, Executive Director of the Congressional Institute for the Future, and Program Director of Lead the Future at George Mason University, where he plans and supervises an innovative leadership development series for future CEOs in Northern Virginia.

    Dr. Susan J. Tolchin, Professor of Public Policy, GMU The Institute of Public Policy

    Dr. Tolchin has written many articles, and co-authored and authored six books including her most recent book The Angry American: How Voter Rage is Changing the Nation. Her works have been widely cited in newspaper and journals, as well as in three Supreme Court decisions. One of her books, Buying Into America, was cited as one of the ten best books of 1988 by Business Week, and one of the best books of the year in all categories by the Library Journal. Dr. Tolchin has appeared on many television and radio programs (including seven appearances on the Today Show) as well as the MacNeil-Lehrer Newshour, and major network and cable news shows. She was elected a fellow of the National Academy of Public Administration (NAPA), and has served on numerous boards. She is a very interesting and entertaining speaker.

  • November 18, 1999: Dr. James Pfiffner, Professor, GMU Department of Public & International Affairs

    Dr. Pfiffner has advised government officials, been quoted in the media, and delivered lectures and seminars at the National War College, National Defense University, Department of Treasury, Treasury Executive Institute, and The American University. He s erves on the Editorial Board of the Presidential Studies Quarterly and on the Academic Board of Advisors for the Center for Congressional and Presidential Studies at The American University. Dr. Pfiffner has published numerous books and articles, most re cently a third edition of his book, The Modern Presidency. In addition, Dr. Pfiffner is an elected member of the National Academy of Public Administration (NAPA).

    ~PAST EVENTS~

    Our first event was held April 23, 1998 at Mason Hall and featured two guest speakers: James Miller III, former OMB Director; and Dr. Steve Fuller, TIPP. 60 people were in attendance.

    We enjoyed our picnic at Burke Lake for MPA faculty, alumni and families on Sunday, September 27, 1998. Thanks to all who participated!

    The Networking Workshop for MPA students and alumni was a success! It was held at the Johnson Center, Room G - 3rd floor, on November 12 from 7:00 pm to 8:30 pm. There was a panel discussion about networking with Dr. Russ Cargo, GMU Nonprofit Management Program Director, Mr. Steve Kirby, Fairfax Co. Govt. Personnel Office, and Ms. Vicki Robinson, GMU Career Services. The panel was moderated by the Dept of Public and International Affairs Chair, Dr. Scott Keeter. Sponsored by the GMU MPA Chapter.

    A component of the Administration in the Commonwealth of Virginia course, this seminar in Richmond allows visitors to hear presentations by state legislators and staff, members of state government, state executive branch officials, and court administrators, and learn about policy making in the Commonwealth.
